Provided are a method and device for processing downlink data. The method comprises: a service gateway receiving a first indication message which is sent by a mobility management entity and is used for indicating that a target UE cannot receive the downlink data; when the service gateway receives the downlink data of the target UE indicated by the first indication message, caching the downlink data of the target UE; and the service gateway sending the cached downlink data of the target UE to the target UE when it is determined that the target UE can receive the downlink data. In the embodiment of the invention, the service gateway is used for caching the downlink data of the target UE; and thus compared with the prior art, the problem that performance is reduced because the downlink data of the UE is cached through a wireless access network node, and the problem that loss of a data packet can occur can be effectively avoided.
