PROBLEM TO BE SOLVED: To maintain stable quality without reference to an atmosphere during manufacture, particularly, a "moist feeling" of sanitary paper such as toilet tissue paper, even when the sanitary paper is manufactured in a low-humidity environment.SOLUTION: A method, in which a toilet roll is manufactured by unwinding base paper (2) from a web roll (10) and winding it so that a roll (6) with a diameter equivalent to a diameter of a product can be formed, includes a step (P4) of detecting moisture contained in the base paper (2), in a process from unwinding to winding, and adjusting the moisture of the base paper on the basis of the detection of the moisture. |
