PROBLEM TO BE SOLVED: To provide a web learning system ensuring that a participant can maintain concentration and motivation can be kept high from the beginning to the end of a lecture, and that for a manager side, learning conditions of the participant can be grasped adequately.SOLUTION: A moving picture composed of a lecture video and exercise questions is distributed to a client terminal 16. The moving picture is distributed in such a manner that the lecture video is distributed first, and when the exercise questions exist, the exercise questions, instead of the lecture video. When a response to the exercise questions is received from the client terminal 16, the response is recorded in a database 18. When the response is not received, it is determined whether or not a time limit is elapsed, and when the time limit is elapsed, a report of no response is recorded in the database 18. When a report of response or no response is recorded in the database 18, and the moving picture is not completed yet, subsequently the lecture video is distributed again.
