PROBLEM TO BE SOLVED: To provide a technology making it possible to implement more appropriate control even when a data loss occurs.SOLUTION: Receiving means receives change point information signifying that a natural phenomenon value has reached a predetermined boundary value and the natural phenomenon value has reached the boundary value in either of a direction in which the natural phenomenon value decreases and a direction in which the natural phenomenon value increases. Change point information retention means retains the change point information received by the receiving means. Matrix information retention means retains in advance matrix information in which the contents of control that should be implement are designated in association with a set of a previous natural phenomenon value range and current natural phenomenon value range that are determined based on the boundary values which the natural phenomenon values reach in the previous and current pieces of change point information respectively, and the directions in which the natural phenomenon values have reached the respective boundary values. Control determination means determines the contents of control, which should be implemented, by referencing the matrix information retained by the matrix information retention means on the basis of the previous change point information and current change point information. |
