The present invention relates to a pharmaceutical composition for preventing or treating hypertension, containing a pharbitis seed extract, an extract of a mixture of pharbitis seeds and corydalis, or a mixture of a pharbitis seed extract and a corydalis extract, as an active ingredient. According to several embodiments of the present invention, the pharbitis seed extract, the extract of a mixture of pharbitis seeds and corydalis, or the mixture of a pharbitis seed extract and a corydalis extract of the present invention inhibits an angiotensin converting enzyme (ACE), thereby effectively suppressing the rise of blood pressure, which occurs from an action of the angiotensin converting enzyme, and has high safety for the human body, and thus can be favorably used as a medicine or health functional food for preventing and treating cardiovascular diseases, that is, hypertension or hypertensive heart disease.
