PROBLEM TO BE SOLVED: To provide an elastic roller of which the time of loading to and the time of replacement in an image forming apparatus can be adjusted, a developing device in which the replacement time of the elastic roller can be set, and an image forming apparatus of which the maintenance time can be set by loading the elastic roller.SOLUTION: The elastic roller includes a shaft body, an elastic layer formed on the outer peripheral surface of the shaft body, and a coat layer formed on the outer peripheral surface of the elastic layer, and the coat layer has end part coat layers formed at both end parts in an axial direction of the elastic layer and a center coat layer located between the end part coat layers, and the end part coat layers contain a resin produced by reaction between a polyol and silane coupling agent, and fluororesin particles but do not contain any conductivity imparting agent and any ionic liquid substantially, and the center coat layer contains an urethane resin, a conductivity imparting agent, and filler particles but does not contain any ionic liquid substantially. The developing device includes the elastic roller, and the image forming apparatus includes the developing device. |
