Embodiments of the present invention disclose a redirection method and a device and relate to the communications field, which implement redirection of a user equipment in a PCH state or an FACH state, avoid a redirection failure and improve system capacity and service quality. A method provided in the embodiments of the present invention includes: receiving, a cell update request message that is sent, in a first cell, by a user equipment in a PCH state or an FACH state, where the PCH state includes a cell_paging channel CELL_PCH and a registration area_paging channel URA_PCH, and the FACH state includes a cell_forward access channel CELL_FACH; determining, according to a preset policy, to redirect the user equipment to a second cell or a second frequency channel number; and sending a cell update response message to the user equipment, where the cell update response message includes frequency channel number information and scrambling code information that are of the second cell or frequency channel number information of the second frequency channel number. |
