PROBLEM TO BE SOLVED: To provide a WC-based hard metal alloy having improved heat resistance and enhanced abrasion resistance, and to provide a cutting tool.SOLUTION: A WC-based hard metal alloy contains WC particles as a main hard phase which binds to a binding phase containing an iron group metal as a main component. It has a fine particle layer containing WC particles having an average particle diameter of 1 μm or less as a hard phase on a front side and a coarse particle layer having an average particle diameter of 2 μm or more as the hard phase in an inner side, and the thickness of the fine particle layer is 200 μm to 1000 μm. It satisfies a<15 mass% and 1.0<a/b<2.0, where a is the content of the binding phase in the fine particle layer, b is the content of the binding phase in the coarse particle layer. |
