PROBLEM TO BE SOLVED: To provide an image processing system capable of achieving low power consumption and improvement of safety and suppressing reduction in a frame rate for sensing caused by insertion of a frame for foreign matter detection, and to provide a vehicle having the image processing system, an image processing method, and a program.SOLUTION: An image processing system comprises: a light source 202 for emitting light toward a windshield 105; an imaging device 201 for imaging light from the light source 202 reflected by raindrops 203 adhered to the windshield 105 and light transmitted through the windshield 105 from outside the vehicle; and an image analysis unit 102 for analyzing image data captured by the imaging device 201. The captured image data comprises a frame for raindrop detection and a frame for vehicle periphery information detection. The image analysis unit 102 makes a reading rule for the frame for the raindrop detection in the imaging device 201 differ from a reading rule for the frame for the vehicle periphery information detection. |
