PROBLEM TO BE SOLVED: To suppress breakdown of a carrier, reduce power consumption and mitigate congestion.SOLUTION: A speed management unit 44 of a system controller 40 makes a carrier start to slow down from a first speed at a first position before a prescribed stop position and stops the carrier at the stop position, in a first case where it is determined in advance that the carrier 3 is made to stop at the prescribed stop position. The speed management unit 44, in making the carrier stop at the stop position, makes the carrier start to slow down at a second speed which is smaller than the first speed, at a second position nearer to the stop position than the first position, and stops the carrier at the stop position, in a second case where the carrier 3 is planned to stop at the stop position but may be made to pass the stop position. |
