PROBLEM TO BE SOLVED: To provide a non-inflammable heat insulation panel body which has improved nonflammability, can be used as building materials, and is prepared with urethane foam.SOLUTION: A non-inflammable heat insulation panel body has a front side cover panel 2 and a back side cover panel 3 both of which are composed of non-inflammable material, and a urethane foam 4 obtained by the confined foaming of a mixture of isocyanates, polyols, expansive graphite, and phosphoric acid agents.
