Disclosed is a service scheduling method based on a trunking system, comprising: when service data sent by a non-speaking right terminal is received, determining a sending mode for the service data according to the type of the service data and the type of a target terminal, and sending the service data to the target terminal according to the determined sending mode. Also disclosed at the same time are a trunking system and a terminal based on the trunking system. By means of the technical solutions provided in the present disclosure, a non-speaking right terminal user can send service data, so that the non-speaking right terminal user can not only receive the service data, but can also send the service data, thereby realizing concurrent transmission of service data and improving the resource utilization rate of a trunking system. |
