Provided is a base station device which appropriately sets the downlink transmission power, decreases interference in a mobile terminal after handout, and can achieve suitable load distribution. This base station device is provided with a control means which is provided in the base station for performing radio communication with a mobile terminal in a mobile communication system, and which, when changing the offset configuration of a handover from the local cell to a neighboring cell, exercises control so as to lower the transmission power setting of the downlink in order to hasten the hand-off from the local cell to the neighboring cell. |
