The present invention relates to a polymer electrolyte layer, and a preparation method thereof. More particularly, the present invention relates to a sulfonated copolymer which has identical or greater characteristics in comparison to a conventional polymer electrolyte layer, and can be produced at low costs; a polymer electrolyte layer comprising the polymer electrolyte layer; and a water treatment apparatus comprising the electrolyte layer. Depending on the characteristics of an energy storage device to which the sulfonated copolymer is applied, the sulfonated degree of the polymer electrolyte layer is controlled to be within a range of 0.2 to 0.8.
