The purpose of the present invention is to provide an oil-in-water type emulsion cosmetic that contains an ultraviolet absorbing agent and an ultraviolet scattering agent at a high ratio in an oily phase to achieve a high SPF and, at the same time, gives a characteristic fresh feeling to a user when applied to the skin. Provided is an oil-in-water type emulsion cosmetic that comprises: (A) 0.05-1 mass% of a hydrophobic modified alkyl cellulose; (B) 5-40 mass% of an oily component; (C) 2.5-30 mass% of an ultraviolet scattering agent having a hydrophobic surface; and (D) an aqueous phase thickener having a low salt tolerance, characterized in that the ultraviolet scattering agent (C) is dispersed in an oily phase.
