METHOD AND SYSTEM FOR EXPLOITING QUALITY SCALABILITY IN SCALABLE VIDEO CODING FOR EFFECTIVE POWER MANAGEMENT IN VIDEO PLAYBACK

A method for managing power by using quality scalability in scalable video coding and a system thereof are disclosed. The method comprises the following steps of dividing frames of an image into a plurality of segments; determining each quality layer level to encode the plurality of segments; and selecting the lowest frequency, which satisfies a decoding time, per each frame and decoding each frame through a video decoder to reproduce the image.
