PROBLEM TO BE SOLVED: To provide an asphalt distribution method and a cutting and heating device capable of reducing an energy required to distribute and store asphalt.SOLUTION: Asphalt 2 is supplied from an asphalt supply pump 5 into a resin bag 3. An asphalt storage body 1 is obtained by storing the resin bag 3 which wraps around the asphalt 2, in a flexible container bag 4. The asphalt storage body 1 is placed in a container cargo ship and transported. The resin bag 3 wrapping around the asphalt 2 is brought out of the flexible container bag 4 of the asphalt storage body 1 and is input into a main body of a cutting and heating device. The resin bag 3 is cut and melt down by the cutting and heating device.SELECTED DRAWING: Figure 1A
