PROBLEM TO BE SOLVED: To transmit data and control information by superposing them in free space optical communication.SOLUTION: A transmission device 110 includes a modulation unit 111 and a radiation unit 112. The modulation unit 111 performs modulation to change the change speed of the polarization state of light radiated by a light source 101 according to control information. The control information is information indicating at least any of the demodulation method and decoding method of a main signal. The modulation unit 111 performs modulation to change an optical characteristic different from the angular speed of polarization rotation of the light according to the main signal.
