PROBLEM TO BE SOLVED: To transmit data and control information by superposing them in free space optical communication.SOLUTION: A transmission device 110 includes a modulation unit 111 and a radiation unit 112. The modulation unit 111 performs modulation to change the change speed of the polarization state of light radiated by a light source 101 according to control information. The control information is information indicating at least any of the demodulation method and decoding method of a main signal. The modulation unit 111 performs modulation to change an optical characteristic different from the angular speed of polarization rotation of the light according to the main signal. The radiation unit 112 transmits an optical signal obtained by the modulation at the modulation unit 111 to another communication device via a free space.SELECTED DRAWING: Figure 1
