PROBLEM TO BE SOLVED: To provide a photo-electric hybrid substrate having excellent handling workability with increased rigidity in a specific area, without inviting an optical loss at optical coupling, and a manufacturing method thereof.SOLUTION: A photo-electric hybrid substrate 10 includes: an electric circuit board E having electric wiring 2 on a surface of an insulator layer 1; a metal reinforcement layer 9 partially formed on a rear side of the electric circuit board E; and an optical waveguide W arranged partially overlapping the rear side of the same electric circuit board E.
