PROBLEM TO BE SOLVED: To reduce time related to optimization of a travel route.SOLUTION: A simulation device 1 comprises: an acquisition part 141 for acquiring passage information which indicates a passage in a predetermined area; a creation part 142 for creating plural passage models for a traffic simulation, in which a preferential route on which a vehicle travels in priority is different from each other; a condition acquisition part 143 for acquiring a simulation condition of the traffic simulation on the passage; a simulation execution part 144 for, in each of the created plural passage models, executing the traffic simulation based on the acquired simulation condition; and an image creation part 145 for, in each of the created plural passage models, based on the result of simulation, creating an image of the predetermined area which indicates a congestion position and congestion length on the passage.SELECTED DRAWING: Figure 2
