PROBLEM TO BE SOLVED: To provide an image processing apparatus that appropriately reduces consumption of toner while avoiding a reduction in readability of characters in an image to be printed.SOLUTION: An image processing apparatus includes: a character structure database 12 that stores character information indicating information affecting readability of characters; and a toner saving ratio determination part 11 that determines readability of characters included in an image to be printed on the basis of the character information in the character structure database 12 and determines a toner saving ratio so that the readability becomes a target value set in advance.SELECTED DRAWING: Figure 3
