PROBLEM TO BE SOLVED: To prevent degradation of subjective image quality of a decoded image by adaptively reducing the effect of SAO processing.SOLUTION: The image processor includes: an off set correction section that corrects an off-set value to be applied to a reconstruct image based on an image feature amount of each block in the reconstruct image; and an off-set section that offsets a pixel value of the reconstruct image using the off-set value corrected by the off set correction.SELECTED DRAWING: Figure 4
