The present invention relates to a heat radiating device and a lighting apparatus having the same. Heat generated in a heating body can be efficiently radiated to the outside by cooling the inside and outside of a heat sink to which heat is transferred. Thereby, the efficiency and durability of the heating body can be improved. The heat radiating device includes the heat sink; a heat exchange fluid which is stored in the inner space of the heat sink; and a first cooling member which cools the inside of the heat sink by stirring the heat exchange fluid. |
