PROBLEM TO BE SOLVED: To provide a device and method capable of performing satisfactory decode processing at a reception side.SOLUTION: Image data of each of pictures constituting dynamic image data are hierarchically coded to generate a first stream having coded image data of pictures at a lower layer side and a second stream having coded image data of a pictures at a higher layer side. In a first descriptor, layer range information indicating maximum and minimum values of layers corresponding to the coded image data of pictures included in the first stream and a level designation value of the first stream are described correspondingly to the first stream. In a second descriptor, layer range information indicating maximum and minimum values of layers corresponding to the coded image data of pictures included in the second stream and a level designation value of a bit stream combining the first and second streams are described correspondingly to the second stream. A multiplexed stream in which the first descriptor and the second descriptor are inserted is generated and transmitted.SELECTED DRAWING: Figure 3
