As a pre-stage circuit, the present invention is provided with: a switch series body in which an odd-numbered switch and even-numbered switch turn on alternately, and which as a whole is connected in parallel to a power source; and a capacitor which, if the connection points between the switches in addition to both end points of the switch series body are said to constitute a total m number of nodes, is provided on a first electric circuit, in which odd-numbered nodes are bundled and led to a first output port, and/or on a second electric circuit, in which even-numbered nodes are bundled and led to a second output port, and is present in correspondence with at least (m-1) nodes. As a post-stage circuit, the invention is provided with: an element series body which is formed by connecting, in series with each other, a pair of semiconductor elements performing conduction operations of opposite polarities, and in which one end of the series body is connected to the first output port and the other end is connected to the second output port; and an inductor being provided on a third electric circuit, in which the two nodes which are the end points of the element series body are bundled and led to one end of a load, and/or on a fourth electric circuit, in which one node which is the connection point between a pair of semiconductor elements is led to the other end of the load, and being present in correspondence with at least two nodes from among the total of three nodes.
