Disclosed is a video decoding method, the method comprising the steps of: obtaining offset type information of a current block; when the offset type information of the current block indicates an edge type, determining a neighboring sample of a currently restored sample in the current block along the edge direction; determining an offset category of the currently restored sample on the basis of a sample value gradient between a sample value of the currently restored sample and a sample value of the neighboring sample, and of a difference in the sample value gradient; and applying an offset, among the offsets obtained from a bitstream, to the currently restored sample according to the determined offset category.
