Disclosed are a prediction model generation device and a method thereof. According to an embodiment of the present invention, the prediction model generation device generates a prediction model from data configured to have multiple instances respectively, including one or more prediction factor values and target factor values. The prediction model generation device includes: a preprocessing module which calculates a weighted average value of the target factor values in each preset prediction period and subtracts the weighted average value from each of the target factor values to generate preprocessed target factor values; a prediction model generation module which calculates prediction values of the target factor values in each of the instances from the multiple instances including the preprocessed target factor values; and a post-processing module which adds the weighted average value subtracted in the preprocessing unit to each of the prediction values of the target factor values in each of the instances.
