Disclosed is a method for controlling a policy for a scheduler of a network device by using a controller. According to the present invention, there is provided a method for controlling a policy for a scheduler by using a controller in a software defined networking environment comprising the steps of: receiving a scheduler policy parameter for a network device from a network application module; setting up a scheduler policy profile in a profile DB by using the scheduler policy parameter; and applying the set scheduler policy profile to the network device. Accordingly, a uniform QoS scheduler policy from an operator can be incorporated into a router through a standardized open interface via which a controller and a router can communicate with each other, thereby minimizing operating costs.
