1. An image forming apparatus comprising:
a housing configured to store toner; a developing roller with a rotating surface configured to receive the toner; a first sealing element having a lower portion including a base attached to the housing, an upper portion supported by a backing member between the upper portion and the housing; and a second sealing element adhered to the upper portion of the first sealing element; wherein a front surface of the second sealing element contacts the developing roller and comprises a pencil hardness of 2H or more and a water drop contact angle of 90 degrees or more.
