The present invention provides an oil gel phase anhydrous cosmetic composition comprising hydrogenated lecithin, oil, and polyol, wherein the polyol comprises polyethylene glycol. The oil gel phase anhydrous cosmetic composition of the present invention is safe to a skin, has an excellent adhesive manner, gives a soft feeling, has excellent stability in spite of the passage of time, and is effective in the percutaneous absorption of active ingredients.
