An operating method of a controller comprises the following steps: repeating predetermined times until a first error correction code (ECC) decoding on a code word read from a semiconductor memory device with a first read voltage updated based on the number of unsatisfied syndrome checks (USC); and performing a second ECC decoding by forming soft decision data on the first read voltage in response to the USC having the minimum number of the first read voltage updated depending on the predetermined repeating times when the first ECC decoding is failed before reaching the determined times. |
