PROBLEM TO BE SOLVED: To provide a technology on image processing for the purpose of protecting security of printed matters.SOLUTION: An image forming apparatus includes a control part and an image forming part. The control part creates authority information indicating authority for each of a plurality of decolorable color materials to enable decoloration of the decolorable color materials in different predetermined decoloration conditions. The image forming part forms images on a recording medium by using the plurality of decolorable color materials and forms a mark related to the authority information on the recording medium.SELECTED DRAWING: Figure 1
