PROBLEM TO BE SOLVED: To provide a solid light-emitting element which is inexpensive and has high light extraction efficiency, and in addition, to provide a light-emitting device using the solid light-emitting element or a lighting device using the light-emitting device.SOLUTION: A solid light-emitting element includes: a structural body having translucency against visible light and an uneven structure on each of a front side and a back side thereof independently; a high refractive index material layer provided on one surface of the structural body; and a luminous body provided on the high refractive index material layer and having a refractive index of 1.6 or more. The high refractive index material layer has the other surface which is flatter than one surface in contact with the structural body. A refractive index of the high refractive index material layer is 1.6 or more. A refractive index of the structural body is higher than 1.0 and less than that of the high refractive index material layer.SELECTED DRAWING: Figure 1
