The present invention provides a mobile communications system controlling a terminal according to an outgoing call barring and a method for providing an outgoing call barring service. According to one embodiment of the present invention, the mobile communications system includes: a subscriber profile repository (SPR) storing information on outgoing call barring; and a PDN gateway (P-GW) checking whether or not the terminal is in an outgoing call barring state by referring to the outgoing call barring information when receiving a domain name server (DNS) query from the terminal, and transmitting the DNS query including a loopback IP address to the terminal when the terminal is in the outgoing call barring state.
