PROBLEM TO BE SOLVED: To provide a state determination device and a program capable of determining a state of a target object more accurately.SOLUTION: A state determination device 1 comprises: an acquisition part 10 for acquiring information indicating a motion state of a moving body existing in a target space; a setting part 20 for setting a plurality of subspaces in the space; a storage part 40 for storing statistical information of the motion state of the moving body, which is acquired by the acquisition part 10 from each of the subspaces set by the setting part 20; a model estimation part 50 for estimating a motion model of the moving body based on the statistical information stored in the storage part 40; and a determination part 60 for determining a state of the moving body by comparing the motion state of the moving body acquired by the acquisition part 10 and the motion model estimated by the model estimation part 50.SELECTED DRAWING: Figure 2
