PROBLEM TO BE SOLVED: To provide a traffic signal controller capable of properly setting a sub area based on a piece of information relevant to a travelling state of a vehicle in a predetermined control object area in which no sub area is set.SOLUTION: A traffic signal controller 5 includes: a traffic information acquisition part 11 that acquires a piece of information relevant to a travelling state of plural vehicles in a control object area; an index value calculation part 22 that calculates an index value for each of plural intersection groups as candidates for sub areas by using calculation data which are generated based on the information relevant to the travelling state of the vehicles at the relevant to the intersection groups; and an area determination part 23 that determines at least one of the intersection groups as a sub area from the plural intersection groups based on the index value.SELECTED DRAWING: Figure 1
