PROBLEM TO BE SOLVED: To improve convenience in a locked state while maintaining security.SOLUTION: A terminal device includes a setting unit, a start request reception unit, and a start unit. The setting unit sets a locked state. The locked state is a state where the start of a first application that accesses a server by using information held by the terminal device is restricted. The start request reception unit receives a start request of a second application that accesses the server without using the information used by the first application, in a locked state.
