PROBLEM TO BE SOLVED: To provide a communication device and the like capable of suppressing the deterioration of image quality to be transmitted even when a noise is included in an image before encoding.SOLUTION: A communication device 101 for transmitting image data includes: image processing parameter determination means 224 for, by referring to parameter information in which an image processing parameter for reducing a noise is associated with an ambient situation, determining an image processing parameter associated with the ambient situation; image processing means 209 for performing image processing to the image data by the image processing parameter determined by the image processing parameter determination means; encoding means 208 for encoding the image data to which the image processing has been performed by the image processing means; and transmission means 207 for transmitting the image data encoded by the encoding means.SELECTED DRAWING: Figure 1
