<P>PROBLEM TO BE SOLVED: To provide a metal member composed of a metallic material and provided with fine projections and recesses on a surface thereof, without depending on etching or the like using chemicals or the like. <P>SOLUTION: The metal member is composed of a metallic material containing a specific transition metal element that can generate a stable oxide and a metastable oxide with different oxidation numbers, and provided with grainy projections composed of a specific oxide upheaving from the surface of the metallic material. The metal member can be obtained through an oxygen introduction process that introduces oxygen active species into the surface of the metallic material not coated by the stable oxide. For instance, the oxygen active species can be obtained by an atmospheric pressure plasma processing that supplies the plasma into the atmospheric pressure atmosphere.
