A method and a device for image encoding and decoding, the method comprising: encoding an encoding block, and encoding the pixels therein using various types of encoding methods to generate various types of encoding results and code stream data; mixing the various types of code stream data to form part or all of the code stream data of the encoding block; alternatively, parsing the code stream to obtain a decoding parameter for a decoding block; according to the decoding parameter, decoding the code stream of the different parts of the decoding block using various decoding methods, thus solving the problem of low screen image compression efficiency of a mixed image area, and improving the compression effectiveness.
