1. A femto base station that communicates with user equipment within a femto cell in a communication system, the femto base station comprising:
a receiver that receives first information which indicates a device; and a transmitter that transmits a notification to notify the device of a change in camping of the user equipment on the femto cell, upon detection of the change in camping, wherein the device instructs the user equipment to change, add, or delete restriction or addition of a function of the user equipment, and wherein the first information is included in transmission data to be transmitted to the femto base station.
