PROBLEM TO BE SOLVED: To enable detection of image information with high accuracy by using an image having a different photographing condition.SOLUTION: A difference detection part detects difference information of short exposure images of a frame of a processing object photographed in a short exposure time and a past frame. The difference detection part detects difference information of long exposure images of the frame of the processing object photographed in a long exposure time and the past frame. A synthesis part synthesizes the difference information of the short exposure images with the difference information of the long exposure images on the basis of the short exposure images or the long exposure images, and generates a motion vector of the frame of the processing object on the basis of the synthesized difference information.
