PROBLEM TO BE SOLVED: To provide a control device that allows efficient operation control of a fuel cell unit, and to provide a fuel cell system and a control method.SOLUTION: An EMS 200 controls: a fuel cell unit 150 that has a cell stack that generates power by a chemical reaction, and an auxiliary device; and a hot-water storage unit 160. When the amount of hot water stored in the hot-water storage unit 160 is equal to or larger than a threshold value, the EMS 200 controls the operation of the fuel cell unit 150 in a temperature maintenance mode in which such control is exercised as to cover power consumption of an auxiliary device by externally supplied power and to maintain the temperature of a power generating section within a predetermined temperature range. |
