摘要 PROBLEM TO BE SOLVED: To perform quality management such as facility increment on the basis of estimated quality of experience (QoE).SOLUTION: A quality management system for an information communication service on the basis of a user's quality of experience (QoE) stores a threshold value of the QoE in a threshold value list indicated per state under which the user is placed including the place of the user, the radio access technology (RAT) used by the user, and an application used by the user, stores a key performance indicator (KPI) information list of the user about the information communication service, estimates a key quality indicator (KQI) of the information communication service on the basis the KPI information list of the user of the information communication user, estimates QoE on the basis of the estimated KQI, compares the threshold value list with the estimated QoE, and thereby quantifies the service quality achieved by a facility that provides the information communication service.SELECTED DRAWING: Figure 1
