PROBLEM TO BE SOLVED: To reduce the size of an apparatus and increase the speed of processing, while ensuring cleaning performance and suppressing stripe images.SOLUTION: An image forming apparatus include a CPU 26 that sets, on the basis of the absolute value of the charge amount of a toner remaining on an intermediate transfer belt 8, a value of a voltage to be applied to a conductive brush 23 to a setting value such that a toner that cannot be scraped off by a belt cleaning blade 21 is charged to a reverse polarity to a normal charge polarity of the toner and moves from the intermediate transfer belt 8 to a photoreceptor drum 1 at a primary transfer part, the CPU 26 setting the value of the applied voltage to a first setting value when the absolute value of the charge amount of the toner remaining on the intermediate transfer belt 8 is less than a threshold, and setting the value of the applied voltage to a second setting value when the absolute value is equal to or more than the threshold.
