PROBLEM TO BE SOLVED: To enable communication with the outside of a power-generation plant at an installation cost same as a normal telephone terminal by including a number communication unit that identifies the power-generation plant as a telephone terminal by a telephone number in a telephone network and lets the power-generation plant make a call via the telephone network.SOLUTION: A communication system lets people communicate between a power-generation plant H and the outside of it. The communication system includes a number communication unit 2 that identifies the power-generation plant H as a telephone terminal H' by a telephone number N in a telephone network D, and lets the power-generation plant H, which is also the identified telephone terminal H', communicate with the outside via the telephone network D.SELECTED DRAWING: Figure 1
