Provided are reduced and functionalized carbon allotrope oxide complex and a preparation method thereof. The preparation method of reduced and functionalized carbon allotrope oxide complex comprises the steps of: providing carbon allotrope oxide; reducing and functionalizing carbon allotrope oxide by introducing a pyridine group to carbon allotrope oxide through mixing and agitating carbon allotrope oxide with, for example, a hydrazine compound including a pyridine group; and ionizing reduced and functionalized carbon allotrope oxide. Therefore, the preparation method can prepare reduced and functionalized carbon allotrope oxide complex having excellent electrical conductivity while exhibiting excellent solubility and dispersibility in various solvents.
