PROBLEM TO BE SOLVED: To provide a configuration capable of detecting the impersonation of the position or time of a mobile terminal device.SOLUTION: A mobile terminal device 1 and a reliable fixed terminal device 2 receive positional information and time information from a positioning satellite 5. The mobile terminal device 1 obtains the positional information, time information, and the message authentication code of the terminal ID of the mobile terminal device 1 with a key different for each terminal, and transmits them to the fixed terminal device 2 within the communication range of the fixed terminal device 2. The fixed terminal 2 obtains a message authentication code of the combination of the message from the mobile terminal device 1, and the positional information and time information received by the fixed terminal device 2, and the terminal ID of the fixed terminal device 2 with a key different for each terminal, and transmits them to a verification device 6.
