PROBLEM TO BE SOLVED: To conduct operation verification beforehand when a component of an autonomous travel system changes while reflecting an actual operation status of a transport vehicle under autonomous drive.SOLUTION: A control device comprises: an input part 317 for receiving a setting operation of a virtual vehicle traveling virtually on a track; a virtual vehicle simulation part 330 for performing simulation where the virtual vehicle travels virtually on the track using a travel parameter that specifies a behavior of the virtual vehicle and actual map data to calculate a traveling status of the virtual vehicle on the track; and a travel permission section setting part 322 for setting a travel permission section consisting of partial sections of the track where each of the transport vehicle and the virtual vehicle is allowed to travel according to the location information of the transport vehicle, the actual map data, and the traveling status of the virtual vehicle.SELECTED DRAWING: Figure 4
