PROBLEM TO BE SOLVED: To provide a technique for enabling a voting ticket to be purchased by designation of a popularity order in the manner that meets the wish of a purchase applicant.SOLUTION: A popularity order odds file generation unit 42 generates, for each track, race, and kind of ticket, an odds file in which odds information is stored in a popularity order odds file storage unit 43. A popularity order odds file processing unit 45 updates an odds file group 43a stored in the popularity order odds file storage unit 43. A popularity order number extraction unit 46 extracts, according to a request from a voting terminal device, the object of voting (set number) corresponding to the track, race, kind of ticket, and popularity order designated by a purchase applicant.
